In the fourth decade, the Office of Rubber Replanting Aid Fund has continued the aiding of planting replanting under the mission "Productivity increasing, maintaining the happiness of farmers to increase the power of National Economy, the Office of Rubber Replanting Aid Fund aims to provide the replanting aid with the good breed plants” The performance in the past 3 decades has increased the products continuously and Thailand is in 1st position of the world ranking in producing and exporting productivity from rubber. But Office of Rubber Replanting Aid Fund still has found the barriers in the operation; these are the reducing of rubber farmers’ incomes than it should be, lacking of the knowledge in rubber tapping, lacking of the plantation maintenance, and lacking of the instability of price. In the fourth decade,
Office of Rubber Replanting Aid Fund has focused on solving those problems. Besides, increasing more latex by reducing the production cost such as technology transferring of tapping method for the rubber replanting planters because to tap the rubber trees correctly according to the academic method helps to increase productivity for a long period. To develop the owners of plantations is a duty of Office of Rubber Replanting Aid Fund supporting the plantation replanting projects such as to encourage rubber farmers assembling the development group in producing good quality of rubber sheets in order to develop to be the cooperatives of the Office of Rubber Replanting later on.
At the same time the Office of Rubber Replanting Aid Fund has built the smoked houses for smoked rubber sheets to operate the production in the cooperative system of smoked rubber sheets, rubber sheets, or latex. Moreover, the Office of Rubber Replanting Aid Fund has built the buildings for the groups of rubber famers who can produce the less productivity which cannot set up the smoked houses. This is to upgrade the rubber production of the country to have the same standard according to the market requirements. In addition, the cooperative system helps in the power of price bargaining. During this decade, palm oil trees become an economic plant of Thailand, the government assigned the Office of Rubber Replanting Aid Fund to operate the palm oil plantation replanting in the old plantations of rubber trees.
This was one of the policy to solve the long term of falling price problem according to the National Economic and Social Development Plan No. 8 and the policy of rubber development in 1999 – 2003 which aimed to reduce 3 hundred thousand plantations of rubber plantations With the potential of the officers of Office of Rubber Replanting Aid Fund in 1993 -1994, the Office of Rubber Replanting Aid Fund was assigned by the government to operate the land surveying to issue the title deed together with the Agricultural Land Reform Office in the South.
This was to help farmers in having the legal land. Besides, the Office of Rubber Replanting Aid Fund was assigned to operate of reducing the coffee and pepper planted areas for solving the low price problem. Farmers were encouraged to plant other perennial plants. This made the price of coffee and pepper higher immediately in the beginning of the project. Another policy of Office of Rubber Replanting Aid Fund aimed to help farmers while their plantations had not produced the products yet. The Office of Rubber Replanting Aid Fund had organized the revolving fund for livelihood enhancement and provided the loan in the low interest rate with 3 percent in the case of principle loan not more than 30 thousand baht. In 1999, that time the country faced with the economic crisis, so people needed to move to their home towns.
The Office of Rubber Replanting Aid Fund in collaboration with the Department of Employment and the Department of Public Welfare organized the training course of rubber tapping to relieve suffering in the economic crisis for the unemployed people in the Northeast. There were 8 directors in this decade such as Mr. Somsak Rohitrattana (1st October 1994 – 30th September 1995), Mr. Sawet Thongrom (1st October 1995 - 30th September 1996), Mrs. Chamnoon Thitithan (1st October 1996 – 30th September 1997), Mr. Sophon Watcharasin (1st October 1997 – 13th September 1999), Miss Phongphen Sammaphan (14th September 1999 – 30th September 2004), Mr. Nopphadon Suanphrasert (28th December 2004 – 17th March 2007), Mr. Sayan KeawKhong (21st September 2007 – 28th April 2008), and Mr. Wit Pratakjai who has been appointed to be the new director on 29th September 2009 until now. |
