Organization Structure


 
The administration of the Office of the Rubber Replanting Aid Fund is divided into 2 levels as follows;

Strategic level is responsible for stipulating strategies, supervising, following up the outcome of the operation according to the defined strategies such as the Board of the Rubber Replanting Aid (BRRA)

Practical level is divided into 2 sections including;
  1. Central Section is responsible for administrating, following, evaluating the operation and management so as to make the local operation efficient. The central office located in Bangkok consists of 12 subdivisions.
  2. Provincial Section including the Provincial and District Offices of the Rubber Replanting Aid Fund is responsible for utilizing the strategy in the regions effectively and efficiently. Those offices comprise 45 provincial offices of the Rubber Replanting Aid Fund, 51 district offices of the Rubber Replanting Aid Fund, 12 provincial operation centers of rubber replanting aid, and 3 rubber learning centers.
Central Section is responsible for administrating, following, evaluating the operation and management so as to make the regional operation efficient. The central office located in Bangkok consists of 12 subdivisions as follows; The
 
Office of the Examiner has duties and responsibilities as follows:
  1. Examine and press the operation of the office, both the central office and provincial office so as to be in line with the laws, rules, regulations, strategies, managements and projects;
  2. Give opinions for stipulating a strategy and management;
  3. Investigate as assigned;
  4. Supervise or manage any other tasks as assigned.

The Office of the Administrator has duties and responsibilities as follows:

  1. Responsible for documentary tasks of the office. Draft and respond to foreign letters as well as translate any documents;
  2. Responsible for general administration tasks of the office;
  3. Responsible for assisting the administrators;
  4. To manage the board meeting and other meetings that are under responsibility
  5. To coordinate with tasks which are not under a responsibility of any sections in particular;
  6. Responsible for public relation and dissemination;
  7. Responsible for any tasks according to the Official Information Act.
The Bureau of Internal Audit has duties and responsibilities as follows:
  1. To examine the accuracy and reliability of information and figures by means of generally-accepted techniques and verifications, more or less depending on necessity and suitability, and by considering the proficiency of internal control, the importance of the examined information, the aims of examination and duration;
  2. To examine the operation related to the budgetary administration, the financial and accounting administration, the administration of supplies and properties, the administration, and the management of other affairs operated by the office so as to follow the laws, rules, regulations, orders, resolutions of the Council of the Ministers, and policies, as well as examine the management of operation, administration, and finance of provident fund, the Office of Rubber Replanting Aid Fund which are registered and followed the objectives of the foundation;
  3. To examine the supervision of properties and utilization of all sorts of resources so as to be effective, efficient, and economically;
  4. To evaluate the operation as stated in (2) that it is precise, effective, efficient, and economical;
  5. To give advice or measures to improve and make the operation in (2) more precise, effective, efficient, and economical;
  6. To cooperate with and give instructions to any organizations about the regulations and the internal control;
  7. To examine the accumulation of incomes, expenses, and privileges which the office is deserved;
  8. To give advice with regard to the prevention of leaks or corruption concerning finance and any properties of the office;
  9. To cooperate with the Office of the Auditor General of Thailand and the Audit Committee of State Enterprises;
  10. To submit a report on the outcome of the internal audit;
  11. To follow up the outcome of the audit and the conformation of the advice;
  12. To examine and verify the financial budget, capital welfare, and funeral fund of the Rubber Replanting Aid Fund prior to granting those to the external organizations;
  13. To examine the conformation of the policies, rules, and performance of the internal control of the organization.
Subdivision of Information Technology has duties and responsibilities as follows:
  1. To develop the operating system of computer so as to use the information technology to support the operation and administration of the office;
  2. To develop, maintain, improve, and modify the system of computer program so as to enhance the functioning competence of the organization using the computer service;
  3. To analyze the operating system so as to develop or create the operating system on computer and to develop the system of computer program and program writing;
  4. To create and maintain the information database, including security task management and data backup, and information database service for organizations;
  5. To create and maintain the information and communication network system of the office;
  6. To develop the connection between the office’s computer network and an external organization’s, including official and public organizations, so as to offer news and information service from domestic and international sources;
  7. To cooperate with the organizations using the computer service to improve and adjust the rules and regulations of the office;
  8. To manage plans to use computers in the organization in accordance with National Economic and Social Development Plan, the Thailand’s Information and Communication Technology Master Plan, Government’s policy, and the office’s policy, as well as making an evaluation and improvement of management of modern computer materials and information technology.
Subdivision of Research and Planning has duties and responsibilities as follows:
  1. To study, analyze and make an enterprise plan, an annual action plan, a Government’s 4-year academic performance plan, and other special projects;
  2. To study and analyze provincial management plan and provincial-group management plan;
  3. To compile, analyze, and set up the information system for the administration;
  4. To analyze and conclude the information to submit a report on rubber;
  5. To follow up, evaluate, and manage an administration plan on the risk of the organization;
  6. To submit a report on the official’s internal audit as well as to follow up and evaluate the operating outcome of the internal control of the organization;
  7. To study, analyze, research and develop the operation of the office as well as compile the related researches and collaborate with external organizations in order to study and do a research that is beneficial to the office;
  8. To study and analyze the possibilities of the new project of the office;
  9. To follow up and evaluate the outcome of the performance in accordance with the projects of the office;
  10. To take a responsibility for the assessment on the outcome of the performance of State Enterprises;
  11. To evaluate the Director’s performance.
Subdivision of Funding Promotion has duties and responsibilities as follows:
  1. To study, analyze, and compile the information of funding and the result of funding;
  2. To cooperate in formulating the objectives of funding to be consistent to the aims of the office;
  3. To study, analyze, develop the funding system, formulate the regulations and the methods of funding, offer advice related to funding, and give instructions to enhance the standard of aiding plantation;
  4. To manage, supervise, and follow up the operation of funding;
  5. To be a cooperating center with regard to offering help to a plantation that encounters a disaster;
  6. To study and analyze the information in order to formulate a preparation plan of aiding materials and planting materials as sufficient as the need;
  7. To study and compile the agricultural academic works in order to be used as a component for funding;
  8. To test, demonstrate, apply, and publicize the knowledge;
  9. To determine a plan of production, purchase, transportation, distribution of funding materials and planting materials;
  10. To control the production and allocate planting materials for the provincial offices;
  11. To consider providing a central warehouse and a sub-warehouse, and control the quantity of the funding materials in the warehouse in order that it is sufficient to distribute to the aid receives in every area and to the transfer order of funding materials;
  12. To consider and solve problems in case of the deficiency of the funding materials and planting materials;
  13. To study, analyze, compile information, follow up, and control the tasks of the special projects related to rubber farmers.
Subdivision of Aiding Plantation Development has duties and responsibilities as follows:
  1. To develop agricultural institutions and support the provincial offices in developing agriculturists;
  2. To utilize technologies and knowledge of agriculture and agricultural economics to aid the plantation;
  3. To develop and promote additional agricultural jobs, which are suitable to the quality of the areas, to rubber farmers in order to raise the famers’ incomes;
  4. To manage performance plans, projects, as well as control, follow up, develop, and give advice about production systems, marketing, promotion of additional agricultural jobs, and offer of circulated capital credit;
  5. To offer academic services, give advice, and support the provincial offices in education, develop the owners of the aiding plantations, as well as the agricultural institution which is under supervision;
  6. To be the center of the administration of development system of the owners of the aiding plantations.
Subdivision of Finance and Accounting has duties and responsibilities as follows:
  1. To analyze and manage the budget of the office’s expenses as well as allocate the budget for each sections;
  2. To analyze and control the budget payment, and construct a financial plan of the office;
  3. To consider formulating measures and methods as well as control the administration of finance and bank deposit;
  4. To earn – pay, examine the withdrawals of cash and the proofs of cash payment, and conserve budgets (Budget and Non budget) as well as prepare proofs of incomes – expenses and budget surplus;
  5. To formulate rules, regulations, measures related to any sorts of incomes – expenses, and control the performance in accordance with the related regulations;
  6. To formulate rules and regulations, and withdraw welfares including welfare loan, welfare fund and other welfares;
  7. To take a responsibility for bookkeeping and to control the discipline of expenses;
  8. To draw up the budgets of any sorts of the offices.
Subdivision of Human Resources has duties and responsibilities as follows:
  1. To construct a plan of capacity rate and of manpower;
  2. To improve the operating system and determine responsibilities for any sections;
  3. To formulate positions and salary rate;
  4. To recruit and appoint a person to his/her position in accordance with the manpower plan;
  5. To appoint, transfer, and exchange the staff;
  6. To formulate measures, techniques, and the performance methods related to the staff’s annual salary raise;
  7. To operate the recruitment;
  8. To take a responsibility for the staff’s biological registration;
  9. To manage the business hour and organize the staff’s leaves of absence;
  10. To operate monarchical requests for a royal insignia and a royal funeral;
  11. To operate the disciplines, obligations of violation, and the performance in accordance with the State Enterprises Labor Relations Act.
Subdivision of Supplies has duties and responsibilities as follows:
  1. To plan the procurement of supplies in accordance with the performance of the office;
  2. To manage the procurement in accordance with the regulations on the parcel;
  3. To control and supervise the contracts, and follow up the outcome of compliance with the contracts or the agreements of parcel procurement;
  4. To make a withdrawal for the parcel procurement fee;
  5. To control the distribution of the parcels of the organizations in the Central Office;
  6. To conserve the parcels and provide the maintenance of venues and equipments as well as the property security;
  7. To organize the insurances for vehicles, funding materials and other properties, stored in the warehouse and logistics, and to limit the financial insurance and payment of premium;
  8. To control the vehicles, maintain the venues of the Central Office, and supervise the provincial offices to be disciplined;
  9. To receive – send information via phone, facsimile, and radio, and control the communication and telecommunication services of the office.
Subdivision of Training has duties and responsibilities as follows:
  1. To plan the development and training, construct a plan and a project of development and training for the staff;
  2. To operate the development and training for the staff of the office;
  3. To control and manage the training operated by the provincial offices in accordance with the training plan;
  4. To evaluate and report the results of the development and training;
  5. To cooperate with internal organizations in developing and training the staff;
  6. To operate the development for the promotion of the staff’s health and sanitation;
  7. To operate the scholarship and the domestic and international academic surveys.
Subdivision of Laws has duties and responsibilities as follows:
  1. To preliminarily draft and/or rectify a draft contract or an agreement with regard to the operation of the office;
  2. To rectify drafts of rules, regulations, notices, orders, or any important documents as assigned;
  3. To interpret any laws, rules, regulations, notices, orders, and contracts;
  4. To compile evidences for prosecuting in any courts;
  5. To cooperate with a prosecutor or an attorney authorized in trying a case or defending the office;
  6. To follow up the enforcement of judgment;
  7. To give suggestions and advice, or interpret the laws, the rules, the regulations, the notices, and the orders for the sections of the office;
  8. To discuss with external organizations in examining and interpreting when there are problems related to the rules, the regulations, the notices, and the orders of the office
  9. To organize on the staff’s and the employees’ appeals.
Provincial Section includes the Provincial and District Offices of the Rubber Replanting Aid Fund which is responsible for utilizing the strategy in the regions effectively and efficiently.
 
Those offices comprise 45 provincial offices of the Rubber Replanting Aid Fund, 51 district offices of the Rubber Replanting Aid Fund, 12 provincial operation centers of rubber replanting aid, and 3 rubber learning centers. Each organization has duties and responsibilities as follows The Provincial Offices of the Rubber Replanting Aid Fund have duties and responsibilities as follows:
  1. To offer the rubber replanting aid in the responsible areas;
  2. To take a responsibility for promoting the rubber agriculture;
  3. To construct an annual plan/ project and an action plan of the provincial offices;
  4. To give advice, promote, and solve any production problems for rubber farmers;
  5. To promote additional agricultural jobs for the rubber farmers;
  6. To give suggestions and advice, control, manage, examine, analyze, follow up, and evaluate the consequences of the performance of the organizations belonging under the promotion, the rubber plantation, the development of production, marketing and factories in the responsible areas in accordance with the aims and operating plan stated;
  7. To operate on finance, budgets, and parcels of the provincial offices, as well as give suggestions and advice, control, manage, examine, analyze, follow up, and evaluate the consequences of the performance of the subsidiaries.
The District Offices of the Rubber Replanting Aid Fund have duties and responsibilities as follows:
  1. To offer the rubber replanting aid in the responsible areas;
  2. To give academic suggestions related to rubber plantation;
  3. To take a responsibility for the consideration on offering an aid;
  4. To organize a team of supervision on the plantations and to supervise them in accordance with the prescribed regulations;
  5. To construct, restore, and encourage the developing group of the aiding plantation planters to help themselves to be the agricultural institution and to lead to the cooperatives system of Rubber Replanting Aid Fund;
  6. To promote the unearned income;
  7. To take a responsibility for organizing a local auction market of Para rubber;
  8. To promote the development of production quality;
  9. To take a responsibility for administrating the rubber smoke room and the good-quality rubber sheet house;
  10. To take a responsibility on finance, accounting, parcels, and materials related to aiding;
  11. To accumulate the cess of the District Offices (in case of the export checkpoint of rubber).
Operation Center of the Provincial Rubber Plantation Aid has duties and responsibilities as follows
  1. To deal with requests for aiding in the responsible areas;
  2. To recruit new project participants;
  3. To take a responsibility for the consideration on offering an aid;
  4. To form a plantation examiner group to examine the aiding plantations in accordance with the prescribed regulations;
  5. To promote the unearned income;
  6. To construct, restore, and encourage the developing group of the aiding plantation planters to help themselves to be the agricultural institution and to lead to the cooperatives system of Rubber Replanting Aid Fund;
  7. To promote the development of production quality;
  8. To give academic advice, act as a lecturer who is a consultant, an agricultural resource, an agricultural operating technique, and propagate knowledge, advertise, do public relations, and hold exhibitions;
  9. To organize a local auction market of Para rubber;
  10. To provide a training for agriculturists and the staff of the provincial offices;
  11. To support and promote the performances related to the agricultural institution;
  12. To produce documents for lecture, dissemination, and public relations;
  13. To organize the advertisement and public relations on the office’s transaction;
  14. To take a responsibility on finance, accounting, parcels, and materials related to aiding;
  15. To accumulate the cess of the provincial operation center (in case of the export checkpoint of rubber);
  16. To control and organize any data systems.
Para Rubber Learning Center has duties and responsibilities as follows:
  1. To specify a plan on using rubber species and trees;
  2. To specify a production plan of rubber species and planting materials;
  3. To study and make an experiment to develop rubber species and trees;
  4. To organize the production and/or the distribution of rubber species, trees, and planting materials;
  5. To disseminate knowledge and technologies to any agriculturists and general public by means of providing a training course, a demonstration plot as a learning source, etc;
  6. To provide a venue service for the seminars of external organizations.
