With the outstanding performance in the past decade, the government focused on the importance of the plantation replanting more. So the government borrowed some money from the World Bank amounted 141.3 million dollar and from the Commonwealth Development Corporation (CDC) amounted 15 million pound sterling. This amount of money was added to the relief fund for the plantation replanting within the target of 1.25 million plantations in the period of 4 years (1982-1985).
This was to accelerate the replanting extension continuously. The Office of Rubber Replanting Aid Fund provided the plantation replanting aid included 1.20 million plantations which was the 96 percent of its target. The rest of loan from the operation was added with the relief fund in 1986 and provided for 265,765 plantations. Rubber farmers had the better lives after accelerating the replanting extension, the government had borrowed some money from the World Bank amounted 60 million dollar and from the Commonwealth Development Corporation (CDC) amounted 10 million pound sterling added to the relief fund. This amount of money was provided for plantation planting aid 0.98 million plantations.
This was 78 percent of the target. The rest of loan from the operation was added to the relief fund in 1991. After the end of accelerating on replanting extension in 1990, there were the areas which planted the good breed of rubber trees including 5 million plantations. The production of the country was 115 kilo per a plantation on average at that time. In the end of this decade, the Office of Rubber Replanting Aid Fund was assigned additional duties in expansion the replanting areas which had never been planted rubber trees before. These areas were location mainly in the Northeast according to the Article 21 of the Art of Rubber Replanting Aid Fund by the Cabinet on 20th June 1989.
The Office of Rubber Replanting Aid Fund had proceeded the rubber replanting aid for rubber farmers in the Northeast 156,250 plantations within 5 years (1989 – 1993). This was to support the Green Northeast Project of the governments at that time. The Office of Rubber Replanting Aid Fund increased 4 Provincial offices at Phang Nga Province, Chumphon Province, Pattani Province, and Khon Kaen Province. The Central office also expanded the subdivision into 7 sections, 32 offices and 2 centers which had 2,110 employees. Moreover, the Office of Rubber Replanting Aid Fund assisted the natural disaster victims in the storm disaster at Chumphon Province, Ranong Province, and Prachaub Khiri Khan Province, to plant the good breed of rubber trees in the total area of 74,108 plantations according to the Cabinet resolution on 1st May 1990.
For the flood victims at Baan Kratoon, Phipoon District, Nakhon Si Thammarat Province in November 1988, Office of Rubber Replanting Aid Fund assisted them which divided into 2 groups. The first group of 141 families was migrated to Din –Udom, Lamtab District, Krabi Province and the second group of 168 families was migrated to Khuan Kalong, Khuan Kalong District, Satun Province. These 2 groups of rubber famers were distributed the land of 15 plantations per family using 1 plantation as a residential area and 14 plantations as the rubber plantations. This time the Office of Rubber Replanting Aid Fund provided the plantation planting aid for 2 years and a half for free. Afterwards, rubber farmers had to ask for a loan from other sources to continue the next 5 years until 7 years and a half. This time the Office of Rubber Replanting Aid Fund still supported over a period of the plantation replanting. In addition, in the end of decade, Office of Rubber Replanting Aid Fund organized the project of Agricultural Credit Project for Seasonal Lending and Rubber Planting in collaboration with the Bank for Agriculture and Agricultural Cooperatives under the financial support from the European Union (EU).
The Office of Rubber Replanting Aid Fund had provided the plantation examination and the academic knowledge for farmers who participated the project. The goal of this project was to replant rubber trees instead cassavas in the area of 96,230 plantations within 5 years (1987-1991).
