The Second Decade (1971-1980) The Golden Period of the Office of Rubber Replanting Aid Fund
The success in previous generation was interested rubber farmers and asked for the aiding fund rapidly in each year. So the relief fund was not sufficient and it could not be provided for rubber farmers promptly. This time the government had borrowed some money from the Commonwealth Development Corporation (CDA) amounted 3.4 million pound sterling.
This amount of money was added with the relief fund for using in the rubber replanting about 132,500 plantations each year, including 1 million plantations in the period of 4 years (1977-1980) In this decade the Central office was moved to establish the new building at 67/25 Bang Khun Non Road, Bangkok Noi-Talingchan Road (Bang Khun Non Road), Bang Khun Non, Bangkok Nai District, Bangkok. This office has been the Central office until now. The operation in this decade was successful according to its target. This decade had greatly increased the number of employee based on its extension of work. The computer system had been set up to serve facilities in the services and administration.
In the end of 1978, there was the development in the plantation replanting aid including the development in the administration system and services. For example, the training courses, adding the loan to the relief fund in 1981. This decade was the period of accelerating the replanting extension with the good breed of rubber trees to raise more incomes for rubber farmers.
The Office of Rubber Replanting Aid Fund could provide the plantation replanting aid totally 921,913 plantations which was the 92 percent of the target. The leaders or directors of the Office of Rubber Replanting Aid Fund in this decade were Dr. Pit Panyalak (1st October 1972 - 17th January 1977), Dr. Kamon Chanlekha (1st March 1987 - 30th September 1978), and Mr. Narong Sujare (1st October 1978 – 1st April 1990) who worked in the first generation of the Office of Rubber Replanting Aid Fund.
