The operation in the first decade, in the government of Marshal Sarit Thanarat, the Office of Rubber Replanting Aid Fund established the Central office at the Ministry of Agriculture and Cooperatives and Provincial offices in the South and the East included 6 provinces which were Phuket Province, Nakhon si Thammarat Province, Songkhla Province, Yala Province, and Janthaburi Province. The first director of the Office of Rubber Replanting Aid Fund was KhunWichit Phahanakan who occupied his position during 1st January to 30th September 1965.
The first generation of officers was 11 people who graduated in the Bachelor of Agriculture. They worked both in the field trips and in the office as the accountants. Three of them became the director of Office of Rubber Replanting Aid Fund later on such as Mr.Narong Suchre, Mr.Somsak Rohitrattana, and Mr.Sawet Thongrom. Afterwards, about 5-6 months, 25 officers were recruited to work as the agriculturists and accountants. This made the operation of Office of Rubber Replanting Aid Fund being more fast and flexible. The unforgettable event of the officers of the Office of Rubber Replanting Aid Fund was the severe flood at Nakhon Si Thammarat Province in 1962 after establishment of the Office of Rubber Replanting Aid Fund.
This was the violent disaster which destroyed people’s lives and properties. The office of Rubber Replanting Aid Fund mobilized its officers to help rubber farmer who confronted with the disaster. All officers of the Office of Rubber Replanting Aid Fund went to the flooding areas for helping the flood victims without tiredness. Although, everyone was exhausted, they were happy and proud of themselves to help people with their attempt. Office of Rubber Replanting Aid Fund was famed and well known by this event and it was the memorable time of rubber farmers.
At the end of decade, the new director, Mr.Chub Munikanon, continued the operation of the Office of Rubber Replanting Aid Fund. In the end of 1965, it expanded the services of the provincial part of the Office of Rubber Replanting Aid Fund included 12 provinces which were Jantaburi Province, Rayong Province, Phuket Province, Krabi Province, Surat Thani Province, Nakhon Si Thammarat Province, Trang Province, Phattalung Province, Shongkla Province, Yala Province, and Naratiwat Province in order to provide the services covering the rubber replanting areas as mush as possible.
The money used for the rubber replanting aid and the operation of the Office of Rubber Replanting Aid Fund in this decade was from the relief fund (CESS) which could be used in the rubber replanting aid about 22,000-77,000 plantations per year.
